MINUTES OF THE REGULAR MEETING – Jan. 31, 2005 6:00 PM


Selectmen Present:             Eric R. Munson, Jr., James Deming and Wesley D. Greene II
Present:                              Gloria Gery and John Panaia


Minutes of previous meeting accepted.


The Board of Selectmen will meet on Monday, February 7th at 5PM to go over FY06 budgets.


Gloria Gery spoke to the Board about alternatives to the By-law for “Non-criminal” disposition of fines. She explained how three By-laws would work together. Gloria will present all three of the by-law proposals to the town at a Public Hearing on March 14th..

The three By-Laws:  G.L.c21 D  – Non-Criminal Disposition of Charges
                                 G.L.c40 58 – Municipal Charges Lien
                                 G.L.c40 57 – Local licenses and permits; denial, revocation or
                                                       suspension for failure to pay municipal taxes or charges.


Received a letter from Mark Amenta complaining about the conditions of Route 57 during a recent snow storm and the damage that was done to his car because of it. The Selectmen discussed it with John Panaia, Highway Superintendent and turned the matter over to Town Counsel.


Highway Superintendent, John Panaia discussed with the Board an employee issue that he is continuing to have.


The Board unanimously approved an amendment to the town’s personnel policy requiring four weeks notice and/or supervisor approval, prior to scheduling vacation.  


Eric R. Munson, III, Police Chief is looking for a recommendation as to were the Board would like him to advertise for an additional Police Officer. Wes will meet with Eric to discuss a few issues before the ad is placed.


Selectmen unanimously approved an amendment to the Publication Policy previously approved this month. The amended Policy reads as follows:


The Tolland Tattler is the official publication of the Town of Tolland and is sponsored by the Tolland Board of Selectmen.  It receives additional funding from various groups including the Council on Aging. The Board maintains the right to review letters submitted to the “Letters to the Editor” column for content.  Letters that are in bad taste, derogatory or present a potential legal problem will not be printed.


Susan Voudren, Black Fly Chairperson requested permission from the Board to be able to use the town hall for black fly committee meetings. The Board agreed as along as the meetings do not conflict with any town meetings.
